노 is the English word "no", and 잼 comes from 재미 (jaemi), "fun". So it is literally "no fun".
How to use 노잼
Say 노잼 about anything boring: 이 영화 노잼 ("This movie is boring"). Said about a person, it means they are not funny, which friends say jokingly when a joke flops.
It is casual slang. With people you speak politely to, say 재미없어요 ("It's not fun"), and be careful, because calling someone's work or plan boring can still hurt.
For extra emphasis, people say 핵노잼 ("super boring").
